
Mr. Garcia-Otero’s practice focuses on electrical Patent Prosecution matters and represents a wide variety of clients for the preparation and prosecution of patents before the U.S. Patent and Trademark Office and international patent offices in Europe and Asia.
Mr. Garcia-Otero’s patent practice specializes in patent prosecution before the U.S. Patent and Trademark Office, including advanced procedural matters such as appeals, reexaminations, and petitions. He also has related experience in pre-litigation counseling, design around counseling, non-infringement analysis and opinion preparation, licensing, and portfolio management.
He has also a technical expertise in the areas including semiconductor design and fabrication, cellular communications, digital cameras, battery powered tools, tritium processing, pulp processing, and polymers.
Mr. Garcia-Otero earned three engineering degrees (BS Chemical Eng., BS Electrical Eng., and MS Nuclear Eng.). He worked in research and development for 10 years, served as a Patent Examiner for 4 years, and then worked as a patent attorney for 16 years. He recently worked at a Japanese patent law firm for 3 years and at a large Japanese company for 2 years.
Mr. Garcia-Otero was also the technical advisor for an electric car team that won first place in efficiency and first place in acceleration at a Clean Air Vehicle Association (CAVA) competition.
